Comment: Prevention (i.e. disaster prevention) expresses the concept and intention to completely avoid potential adverse impacts through action taken in advance. Examples of prevention would include reduction in the exposition to hazards through land-use regulations or the implementation of physical measures to control the geographical extend of a hazard, for example the control of floods through polders or levees.
