This was the initial meeting where the IWG-SEM was founded. Its official name "International Working Group on Satellite based Emergency Mapping" and acronym were agreed. To define the group's basic direction and working program, the vision and mission statements were formulated. One or half year rotating chairmanship was agreed upon with the first chair assigned to JRC. The group further agreed on holding of two conferences a year and on the setup of regular teleconferences.
The membership was decided to be open to any public organization involved in emergency satellite based mapping. Potential organizations which would benefit from the group membership were identified. The GDACS was recommended as a convenient platform for establishment of the website.
