One of the recommendations of a Technical Advisory Mission in 2010 was for the National Emergency Commission (CNE) to establish an inter-institutional group that focuses on the processing of satellite imagery to generate space-based information for disaster-risk management and disaster response efforts. As a way to contribute to the implementation of this recommendation, UN-SPIDER carried out a follow-up mission from 7-11 November 2011.

The mission took place under the coordination of CNE, serving as Secretariat to the National System for Prevention, Mitigation and Disaster Response, with the support of experts from CATHALAC and IGAC in their role as Regional Support Offices to UN-SPIDER. This mission included an inter-institutional workshop to elaborate the operational framework for the Geo-Spatial Information Team which will target efforts in the areas of risk management and disaster response. Additionally, meetings with representatives from government agencies, the United Nations, the European Union, and the International Cooperation Agency of Spain were arranged.
The three-day workshop took place in the facilities of the Commission and gathered technical staff from the National Emergency Operations Centre (EOC), Civil Defense, Ministries of Foreign Affairs, Environment, Agriculture, Mining, and Health; the National Institutes of Water Resources, Statistics, and Military Cartography; the National Meteorological Office, the Institutes of Geography and Seismology of the Autonomous University of Santo Domingo, the Technological Institute of the Americas, and the Red Cross.
The workshop participants recommended to the National Emergency Commission the establishment of the Geo-Spatial Information Team (EIGEO) as a structure for all of these institutions to work together in a coordinated fashion. The team will focus on the generation of space-based information to be used by the Technical Committee of the CNE, the Emergency Operations Center (COE), and other ministries in their efforts to respond to a variety of events which can trigger disasters, and in areas related to prevention, mitigation, and early warning.
In addition, participants recommended the establishment of a coordination group integrated by representatives from the EOC, the Military Cartographic Institute (ICM), Ministry of Environment and the National Institute for Water Resources (INDRHI) which could oversee all activities conducted by the team and could serve as a liaison with UN-SPIDER, CATHALAC, and other regional and international organizations. The participants concluded the workshop with an outline of short-, medium-, and long-term activities to be carried out by the team, some of which will set the bases for further work. This set of activities constitutes already a Plan of Work which will guide the work of the team in years to come.
Using this opportunity, CATHALAC donated to government institutions participating in this workshop the most recent radar satellite image mosaic of the Dominican Republic, which was acquired by CATHALAC recently.
Based on the recommendations emanating from the workshop, the Director of CNE outlined the tasks that the CNE will conduct as a way to institutionalize the team within the framework of the existing legislation (Decree 147-02) and will designate a member of the Commission to preside over the team. In a complementary fashion, it was agreed that UN-SPIDER would follow-up through two activities:
- A virtual training course on GIS offered by IGAC in November and December 2011;
- A training course on remote sensing applications to disaster-risk management and emergency response to be conducted in the Dominican Republic in the summer of 2012.
The Dominican Republic is exposed to tropical storms and hurricanes that may trigger floods and storm surges. In addition, it is exposed to earthquakes that can trigger tsunamis. In 2002 the Dominican Republic enacted the Law 147-02, which incorporates the establishment of an inter-institutional System for Prevention, Mitigation and Response. At the request of the National Emergency Commission (CNE) and the National Secretariat for Foreign Affairs (SEREX), UN-SPIDER conducted a Technical Advisory Mission to the Dominican Republic.

The mission was conducted by two experts from UN-SPIDER, who were accompanied by experts from the Panama-based Water Center for the Humid Tropics of Latin America and the Caribbean (CATHALAC) and from the Bolivarian Space Agency (Venezuela).
The mission included visits to 11 Government agencies and included an inter-institutional workshop organized by the National Emergency Commission (CNE), which was attended by a variety of institutions, including universities, NGOs and the private sector.
Disaster-risk management is a topic that has been receiving more and more attention in recent years in the Dominican Republic, particularly through the enactment of the new Law 147-02 in 2002. The law targets specifically two policies which are of relevance in the context of space-based information: the National Integrated Information System and the recognition regarding institutional strengthening through capacity building efforts.
Several government agencies have the capacity to access space-based data and generate information. As in the case of other countries, it is the institutions that deal with naturals resources such as the National Secretariat for the Environment and Human Resources (SEMARENA) and the National Institute of Water Resources (INDRHI) as well as the Military Cartographic Institute and the University Geographic Institute (IGU) that have the best capacities.
Several National Secretariats have the mandate to establish thematic information systems. Efforts are being conducted to implement the National Geospatial Database Infrastructure as a way to facilitate the sharing of information among government institutions. INDHRI acquired high-resolution aerial photography of the whole country at a 1:20,000 scale between the years 2000 and 2004.
The National Emergency Operations Center is aware of the International Charter: Space and Major Disasters, and finds its Pdf maps useful particularly to make use of them in the field in case of disasters. Several organizations, including NGOS, have generated a variety of hazard, vulnerability and risk maps from different regions in the country.
The mission recommended to CNE the promotion of the use of space-based information, in particular during disasters. Efforts should be made by CNE to incorporate a task along these lines within the Manual of Operations of the National Emergency Operations Centre.
Taking note of the institutional mandates and arrangements and following examples from other countries in Latin America, CNE should establish an inter-institutional group that focuses on the processing of satellite imagery to generate relevant information. The institutionalization could be carried out through a Memorandum of Understanding or a similar approach and strengthen the skills of the group. UN-SPIDER could also contribute to the strengthening of skills of the group.
The Technical Committee on Prevention and Mitigation of Risks should homogenize the different hazard, vulnerability and risk maps that have been elaborated by different agencies and organizations, and should promote the use of guidelines or standards in the elaboration of new maps of these kinds.
The Technical Committee on Prevention and Mitigation of Risks should implement that National Integrated Information System and promote its use in risk management efforts throughout the country.
A national policy should be established by the Government towards the establishment of the National Geospatial Database Infrastructure, and a policy so that government agencies exchange information more easily;
CNE should implemented a training programme to increase the skills of staff on the use of satellite imagery, including radar imagery in the case of floods. ITLA or the National Autonomous University of Santo Domingo could implement such a programme.
