Training Target Audience: 
The course is beneficial to the following: -Government Officials responsible for disaster management policy and plans IFRC/ICRC, international NGOs, NGOs involved in the areas of disaster risk reduction, response and recovery -Staff from training institutes and other agencies responsible for knowledge dissemination on disaster risk reduction and management, as well as training of trainers Persons involved in coordination of disaster management activities (e.g. including also the defense forces and emergency services) -Staff of UN agencies The content of the course concentrates on an Asia context with some references from other regions. However, both Asian and non-Asian participants are highly welcome. All representatives from the different regions, organizations and backgrounds are encouraged to interact, discuss, and make connections to ensure the greatest benefit is gained from attending the course. The class size is limited to 30 persons. ADPC accepts nomination on a first come, first served basis provided the applicant meets the course requirement.

The standard course fee of US$2,000 covers course tuition, training materials, single accommodation with breakfast (6 nights), two break refreshments & lunch (Monday-Friday) during the training, and study visits. The event provided a platform to the State Disaster Management Authorities and providers of space based information (State Remote Sensing Applications Centres, National Remote Sensing Centres of Indian Space Research Organisation) to discuss latest systems, tools, technologies, products and best practices. The resources persons provided the latest trends in disaster risk reduction and space technology interventions. UN-SPIDER and NIDM have hosted such events since 2010. This was third such workshop in the series based on the recommendations of previous workshops.

Sri Lanka - National Training Course

As a follow-up to the technical advisory mission (TAM) to Sri Lanka (17-21 October 2011), a four-day capacity-building training course was held.

Space Technology for Improving Hazard Mapping in Sri Lanka

25 participants involved in disaster management and hazard mapping in Sri Lanka participated representing the following agencies: Department Meteorology, Geological Survey and Mines Bureau, National Building Research Organization Coast Conservation Department, Department of Irrigation, Disaster Management Centre, Department of Survey and Mapping, Department of Agriculture, Department of Census and Statistics and Universities.
Training Profile: 
The course was jointly organized by the Disaster Management Centre of Sri Lanka (DMC) and UN-SPIDER, with support from Uva Wellassa University of Sri Lanka, UNDP in Sri Lanka and the National Disaster Reduction Centre of China (NDRCC). The broad objective of the training was to strengthen the capacity of the national agencies to use geo-spatial technologies for hazard mapping, hazard monitoring and risk assessments. Besides discussing the current state of use of space-based information for disaster management in Sri Lanka, the experts conveyed knowledge on the LiDAR Digital Evaluation Model, National Spatial Data Infrastructure for flood hazard mapping as well as knowledge on coastal hazard mapping, coastal zone management and integrated shoreline management plans. <p>Los instructores se centraron en las características de las imágenes de radar,en las peculiaridades relacionadas con su adquisición utilizando satélites específicos con tales capacidades (trayectoria orbital de adquisición,tipo de banda,modo de polarización) y en los rasgos que se muestran en las imágenes que surgen debido a las características específicas de las microondas; dispersores en el suelo como bosques,cosechas y pastos y condiciones específicas sobre el terreno tales como rugosidad y presencia permanente o intermitente de agua (cuerpos de agua,pantanos,marismas y humedales). El curso se complementó con ejercicios prácticos en el uso de paquetes de software específicos como NEST,ENVI,ERDAS Imagine,ArcGIS y MapReady para pre-procesar y seguidamente procesar imágenes de radar con el fin de detectar inundaciones en varios tipos de entornos. </p> <p>Los instructores también hicieron especial énfasis en la detección de agua usando una variedad de algoritmos propios del post-procesamiento,incluyendo filtros de realce,detección de cambios usando varias imágenes y análisis multi-temporal. Reconociendo que las imágenes provistas por sensores ópticos pueden también ser usadas para detectar inundaciones,el procesamiento de imágenes de radar se complementó con técnicas para procesar imágenes ópticas,incluyendo la obtención de índices y otros métodos para determinar la extensión de áreas inundadas. Los participantes también se centraron en la detección de cambios usando imágenes de sus países respectivos.</p>
