Disaster-risk management and Emergency Response

It is important to recognize that different agencies work in disaster risk management and in emergency response. Search and Rescue teams do the bulk of their work during the emergency response phase and not in the disaster risk management phase. In contrast, municipal agencies in charge of land-use planning and building codes should carry their work during the disaster-risk management phase.
